But other governments can just retaliate with targeted tariffs. Not across the board like Trump is talking about. They can look at which tariffs will hit swing states and Trump's base most, causing maximum political damage to Trump, while limiting the negative affects domestically.

He's come to power on a wave of dissatisfaction with inflation in the economy. Foreign governments should absolutely call his bluff. Loudly and publicly. My take is he's talking about this hard line, his opponents will warn against how dangerous this is, then he either won't implement at all, or in a very minor way. Then when the negative affects don't arrive, accuse his opponents of being hysterical and deranged.
