I'm only tempted as the 4080's don't seem like they'll offer better value, just proportionately lower performance for lower cost.

It's making a 12700K CPU limited on GN's review; I think at this point you have to ask yourself what games it would push over 60 average on your screen, and what it'd push over 120. Assuming you've got a gsync compatible screen I think they're the big averages you want to hit. For me, I'm limited enough on my 3900X to find it a significant CPU limit on my 3080 at 3440x1440 so even though the numbers are bigger I don't think it would make enough of a difference to enough games right now to justify it. Indeed, if I was to buy anything from this year's stuff it'd be a 5800X3D. I don't think game requirements are going to take much of a jump in the next year or two until UE5 really filters through, by which time you will no doubt have something even better available.
edit: Actually, thinking about it, my last few upgrades were definitely for specific reasons. I went from a 780Ti to 1070 because the 3GB of RAM was absolutely choking on games like Doom 2016, 1070 to 2080 for a combination of VR and getting a nice bonus at work, and I went from 2080 to 3080 because of games like RE8 and wanting HDMI 2.1 to run it through my shiny OLED TV at 120hz. 4000 series doesn't bring anything like that for me.

I would be tempted by a 4080 (probably next year) to replace my 2080 Super. The prices are just obscene though. Plus, it is quite clear that the 4080 with lower RAM is just the 4070 with a higher price tag.
I picked up the 2080 Super 3 years ago, spending quite a lot more than I had on previous cards, with the expectation to be able to sell it and be able to stay at that level. I probably can't wait until 50 series if I want to get any money for it, but very tempted to see what Team Red come out with in November, even though DLSS 3 looks like it is going to be incredible and the ray tracing performance might finally be there.
Not that it would make much of difference where I go next; these things are going to fly off the shelves no matter what the price.

I've seen arguments that in terms of die usage, the 16gb 4080 is more like the 4070 and the 12gb one is closer to 4060 levels.
If you're not desperate then at the very least waiting to see what appears on 3 November would be a decent idea.

3200 aud here for 4090...
While 6900 is 1k to 1.2k.
And as per gamer nexus you need top of the line cpu, ram to use all that 4090 power and cause of that you need high quality motherboard...
And of course a high refresh 4k monitor.
To use 3200 aud gpu another 3500 aud must be spent!!!

Yeah, fuck that noise. I could afford one, but would need get a new case to even fit the bastard, then a new PSU. Hell a 5900x and DDR4 would probably start to feel like a bottleneck, and it'd be wasted on a 1440/144 monitor too.

Depends on what kind of res/framerate you need to drive and on which games.
You're also at the awkward crossover point with DDR5 not quite being in a mature state but not wanting to tie yourself to DDR4.

I play this game a lot. Rather than aim for a res/framerate I'd be looking for the current "sweet spot" and adapt my expectations accordingly. I don't play a whole lot anyway these days... might play more if I had an awesome PC but I'm not 100% sure

But it was overkill for 2560x1080p 75hz monitor. So got new monitor. 3440x1440p 144hz. And then cpu was bottleneck so got new 5600. Wife was not happy! If just upgrading 1070 I would consider 6600xt. Fairly cheap these days.

You are not going to get that much of an improvement going from 1070 to 6600XT. Far less than double the framerate. If you are playing on 1080p60, your card should still be decent enough. If you want to go higher, I'd get at least a 6700 for a more substantial improvement.
But I would think about upgrading the CPU first, as a 4690K is really old nowadays.
